Key Insights On The Telecomunications Sector of the Czech Republic

The Czech Republic continues to offer one of the most attractive business
environments in Central and Eastern Europe. The country has maintained its score in
It's latest regional Business Environment Rankings, and is positioned second only to
Greece. The Czech telecoms market is one of the most mature in the region, with
well-developed services and infrastructure across its mobile, fixed-line and
broadband sectors. Competition is generally well-developed, and the market has, in
recent years, attracted high levels of inward investment from multinational
operators such as Telefnica, T-Mobile and Vodafone. The most recent examples of
foreign companies investing in the Czech telecoms market include the acquisition of
telecoms and broadcasting operator Cesk Radiokomunikace by a consortium of private
equity groups, the acquisition of Karneval by Liberty Media and the announcement
that a fourth mobile operator was licensed and poised to enter the sector. Based on
positive developments in the Czech broadband market in 2006, which include reduced
wholesale prices and the acceleration of government and operator rollout strategies,
we have upgraded our predictions of broadband growth over the next five years.

The effects of competition can be seen most clearly in the country's mobile market,
which remains a lucrative source of revenue for operators despite slowing subscriber
growth rates and increasing market maturity. Mobile operators continue to fight it
out quarter by quarter and their results have been somewhat erratic. The three
network operators - T-Mobile, O2 and Vodafone - added a total of 126,000 net new
customers during Q306, taking the subscriber base to 11.894mn. It estimates that net
additions in the fourth quarter will result in a market total of 12.13mn.

Meanwhile, there exists much more potential for growth - and increased competition -
in the country's thriving broadband sector. ADSL growth has been primarily driven by
Telefnica O2, with the incumbent telco more than doubling its customer base to
364,000 subscribers by the end of September 2006. Telefnica O2 also offers
wholesale lines to alternative operators and slashed its wholesale prices earlier in
2006 following accusations of abuse of its dominant market position. Although It has
previously expressed concern about the uncompetitive behaviour of Telefnica O2, the
national regulator has responded to potential breaches of competition law and has
worked steadily towards increased competition in the wireline and broadband sectors.
Telefnica O2 faces growing competition from alternative infrastructures, with cable
operator UPC emerging as a major rival. UPC's broadband user base is less than a
third of the size of Telefnica's (UPC had 99,700 broadband internet subscribers at
the end of September 2006), but the cable operator has an advantage in the
triple-play market thanks to its 417,000 television subscribers. Furthermore, the
anticipated merger between UPC and Karneval will swell UPC's total customer numbers
to over 1mn, and further strengthen the alternative fixed-line operator market.
